eBay, Airbags and EV Batteries – Good Policies, But Who Is Enforcing Them?
eBay's decision to tighten restrictions on the sale of airbags has once again raised questions about how second-hand vehicle parts are controlled on online marketplaces.
There is just one rather obvious problem.
eBay UK's own vehicle parts policy already says that airbags and seatbelt pretensioner systems aren't permitted.
Yet search eBay UK today and they aren't difficult to find. There are thousands of listings for airbags, pretensioners and associated components.
So is the problem really eBay's policy — or its enforcement?
Most ATFs are doing it properly
It is important to recognise that many professional Authorised Treatment Facilities (ATFs) selling through eBay are doing exactly what they should be doing.
They invest in environmental permits, equipment, training and compliance, and many clearly display their environmental permit details.
Some go further through initiatives such as eBay's Certified Recycled programme, providing consumers with additional confidence when buying recycled OEM parts.
Unfortunately, it only takes a minority operating below those standards to pull the overall standard down.
And how is the consumer supposed to know the difference?
Someone buying a replacement part isn't likely to search through eBay's policy pages or understand the environmental permitting requirements applying to ELV dismantling.
Nor should they have to.
No ATF permit number. No listing.
eBay already requires businesses selling second-hand parts originating from ELVs to display the environmental permit number of the ATF from which those parts originate.
So why not make that a mandatory field in the listing template?
If the seller is an ATF, they enter their permit number.
If they're reselling parts obtained from another ATF, they enter the permit number of the supplying facility.
No permit number. No listing.
It really could be that simple.
The permit could potentially be checked electronically against the appropriate environmental regulator's register and displayed clearly within the listing.
That wouldn't create another burden for legitimate ATFs. It would help protect the businesses already investing in doing things properly.
And what about EV batteries?
This is where eBay's position becomes particularly interesting.
Airbags contain pyrotechnic devices and are safety-critical components, so there are understandable reasons for controlling their sale.
But eBay UK also provides a marketplace for complete used high-voltage EV traction batteries.
There is nothing wrong with legitimate battery reuse. A properly assessed reusable battery can have significant environmental and economic value.
But a traction battery can contain hundreds of volts and tens of kilowatt-hours of stored energy. If damaged or defective, it can present electrical, fire and thermal-runaway risks — and internal damage isn't necessarily obvious from looking at the casing.
So if eBay is concerned about the risks presented by airbags, surely it is reasonable to ask:
What traceability should be required for a second-hand EV traction battery?
For these higher-risk components, perhaps the ATF permit should only be the starting point, with battery identification, donor vehicle information and evidence of condition assessment eventually forming part of the listing.
Good policies need enforcement
eBay doesn't necessarily need more policies.
It needs to make the ones it already has work.
Certified Recycled demonstrates that eBay understands the importance of provenance and consumer confidence. Most legitimate vehicle recyclers are already operating responsibly.
The marketplace should make it harder for the minority who aren't meeting those standards to compete alongside them.
If environmental permit information is mandatory, make the technology mandatory too.
No ATF permit number. No listing.
